This plan is a city redevelopment project united with the Loop Line 2 road project executed by the Tokyo Metropolitan Government, incorporating plans for the urban infrastructure of roadways in addition to the architectural urban functions. This tower is one of the highest in Tokyo, and it stands out above the arterial road, utilizing the elevated road system. The tower boasts office space, international conference rooms, high-class residences, hotels, and business facilities that provide support in various aspects of modern life. It also creates new added value through comfortable green spaces and roadways which preserve their independent functions yet complement each other. The tower's ultra-composite architecture allows it to perfectly fulfill all urban functions, to the point where it is also called a microcosm of a "compact city." This is new Tokyo skyline as the nucleus of the new, international downtown area.
