The possibility of rezoning is relevant to property value when it has an appreciable effect on present market value, according to the Court of Appeals of Georgia.rnNora Ann Jordan had resided on and owned property in Sandy Springs with her family for more than thirty years when it was condemned by the Georgia Department of Transportation (DOT). At the compensation hearing, Nora's son Blan testified that the fair market value of the property was $480,000 as currently zoned. Blan, who is not an appraiser, based his valuation on his comparable sales analysis and his knowledge of the neighborhood.
