According to the Supreme Court of Minnesota, contaminated property should be valued as remediated rather than clean or contaminated when determining the condemnation award. In March 2001, the Moorhead Economic Development Authority (MEDA) utilized a quick-take eminent domain proceeding to acquire Roger Anda's property. MEDA deposited $500,000, the approved appraisal value of the property, with the court and the court transferred legal title to Anda's property to MEDA on June 29, 2001. However, the court did not award MEDA possession of the property until July 2,2001.
