Because of the dozens of regulation mandated by the 1996 Safe Drinking Water Act amendments, a new regulatory horizon is taking shape. As Pontius observes, the astute manager will want to prepare for what's coming down the regulatory pipeline. Some of the changes Pontius discusses include a revised maximum contaminant level (MCL) for arsenic. Frey and colleagues examined compliance costs for several proposed arsenic MCLs. They found that the cost of complying with an MCL of 2 μg/L would be more than double the cost of complying with all drinking water standards promulgated through 1994. Water utilities, especially those that treat groundwa-ter, must begin now to evaluate the potential cost of complying with a lower arsenic standard.
