Building ICI Program Capacity in Small and Medium Utilities

In Colorado, as in many places in the western United States, most water providers with conservation programs have focused primarily on residential customers and outside irrigation. This is understandable because the residential sector is often the largest in both numbers and total consumption, with outdoor use driving peak demand and the continuing need for additional system capacity. It is common for these conservation programs to have limited staff and for staff members to have limited experience with water uses in the institutional, commercial, and industrial (ICI) sector. Yet in most water systems, the ICI sector includes the largest individual water-using customers, whose efficiency improvements can yield tremendous savings for themselves and the utility.
