One year later: Utility transfer delivers value to Indianapolis residents

As cities struggle to find funding for infrastructure maintenance and redevelopment, some are looking for alternative ways to manage funds, streamline operations, and reallocate budgets. In 2010, the city of Indianapolis, Ind., faced these challenges and a $3.1 billion combined sewer system consent decree from the US Environmental Protection Agency (USEPA). In addition, it had urban infrastructure redevelopment projects aimed to address older, more populated parts of the city totaling more than $1 billion.
