ABOUT THE AUTHORSKarl G. Linden (to whom correspon- dence should be addressed) is a pro- fessor and Liebman Faculty Fellow in the Department of Civil, Environ- ' mental, and Architectural Engineer- ing at the University of Colorado, UCB 428, Boulder, CO 80309, karl.linden@colorado.edu.
