A Department of Homeland Security effort to crack down on illegal immigrants employed in the transportation and logistics sector has had minimal effect on business so far. But some industry and union officials predict new access control requirements being developed by the government could weed out more workers, and lead to a shortage of drivers needed to haul goods to and from ports.
