When Do More Patents Reduce R&D?

This paper presents a simple model that explores the relationship between the incentive to invent and the incentive to obtain patents. Unlike much of the previous literature, we do not treat these as a single decision. We explore, instead, the factors required for investments in R&D and patents to be complementary in the manner typically assumed in most theoretical models and policy discussions.
