1. Weigh and sift out 2 lbs. of confectioners' sugar and set aside. 2. Melt down 1 lb. of marshmallow in large bowl. Start with 1 minute, then stir, then heat in 30 second intervals until well melted and puffy. If your marshmallows are not puffy, they are either old or you have the wrong brand. If they don't puff up, the recipe won't work.
