FROM JULY 1,2021, ICAO STANDARDS WILL REQUIRE the screening of all outbound international cargo, including that carried by all-cargo airlines and express services such as FedEx, UPS and DHL, for explosives. The standard will cost money and time, especially at the hubs of express services. Carriers have been able to avoid screening cargo from companies that they trust, called account consignors. Next year, only shippers approved by regulators, called known consignors, will enjoy this privilege. But few regulators outside the UK can inspect and approve now-trusted shippers. Hence the need for virtually universal screening of international shipments. Steve Alterman, president of the US Cargo Airline Association, strongly supports using dogs to do screening, but fears there will not be enough to do it all. Equipment like X-ray devices cannot screen large volumes rapidly and do not have large enough apertures to screen large items or pallets that bundle many smaller items. Unbundling pallets adds more cost and time to screening. Trained dogs are more versatile and quicker.
