US backs open reporting culture

The National Air Traffic Controllers Association (Natca) and the FAA signed an Air Traffic Safety Action Programme at the end of March to encourage open reporting for safety of flight concerns. The programme reflects similar agreements between airlines and pilots to help develop solutions to enhance safety. Under the programme, all parties will have access to safety information to help solve safety issues or develop corrective action. Robert Sturgell, then FAA acting administrator said, "I am gratified that the air traffic controller segment of our workforce will now be able to volunteer information that will help us define conditions or circumstances that could lead to safety issues."
