In the new century, will the United States write an exciting new chapter in the history of space exploration? Only with a refocused space policy that builds on past greatness. In the aftermath of national disappointment over the losses last year of two Mars exploration spacecraft, NASA began to search for the causes of these failures. I urge the agency's administration to use this opportunity to search its soul while it evaluates its program management.
