A new rule published in the Federal Register in January finalized the Federal Aviation Administration (FAA) 14 CFR Part 89 rule requiring the remote identification (RID) of unmanned aircraft systems (UAS). Remote identification has been hailed as the next incremental step toward further integration of UAS in the National Airspace System. It has also been described as a digital license plate and will be helpful to law enforcement and regulators. This rule has been watched by those in the UAS industry and those of us affected by unmanned aircraft (UA). The RID rule was anticipated to include detect-and-avoid technology, which would facilitate Beyond Visual Line of Sight (BVLOS) operations of drones. In the rule, RID is discussed as a building block for unmanned traffic management (UTM); however, UTM will not be forthcoming from the FAA as a result of this rule.
