As Djibouti's presidential election campaign enters its final straight, the incumbent Ismail Omar Guelleh (IOG) managed to provoke the ire last week of Afar communities on both sides of the country's border with Ethiopia. On 3 April, IOG, who is standing for a fifth term this Friday, announced his intention of exploiting the waters of the Awash River, which flows for its entire length within Ethiopia. The river irrigates the Ethiopian border region of Afar, where the declaration of the Djiboutian president prompted an outcry.
