Manuel Jose Nunes Junior tasked with kickstarting Barra do Dande oil terminal project

In early June, Angolan authorities set up a multi-sector working group to plan the future Barra do Dande oil terminal and the associated exclusive economic zone, which will be located about 65 km north of the capital, Luanda. Costing around $600m, the aim of the facility is to build up a strategic stock of gas, fuels and lubricants, to be managed by the state-owned oil company Sonangol. This project is of interest to Ahmed bin Dalmook al-Maktoum (Africa Intelligence, 23/10/19), a cousin of the emir of Dubai who signed a memorandum of understanding last November in Luanda to help finance the work. No stranger to presidential offices in Africa, Maktoum caused ructions in Nigeria, where he pulled off a lucrative financial operation, seeing off Nigerian oil company ADM Energy (Africa Intelligence, 08/10/19).
