Almost certainly as a direct response to a BBC report on the exploitation of the NICs employment allowance, HMRC issued Spotlight 24 four days later. It points out that there is already a targeted anti-avoidance rule (TAAR) in the employment allowance legislation that prevents employers claiming multiple allowances by fragmenting their workforce into smaller employment units.
