Iain Gray MSP, who represented the Scottish Labour party on the Smith Commission, claimed that the commission will create 'a transformational package of powers over tax and welfare and really I think any government, any politician seeing these powers coming to them should be excited about the possibilities...' The Smith Commission report will certainly delight some, but it will disappoint others. The Scottish parliament has had spending power but has previously had very little taxation accountability. If the Smith Commission's heads of agreement translate into workable new legislation there will be a great deal of change in Scotland - and this can make people, and particularly business people nervous, rather than lead them to be excited.
