The Annual Fraud Indicator has estimated that the cost of fraud to the charity sector rose by £400m to £2.31 bn in 2017 while the number of 'reported serious incidents' dealt with by the Charity Commission rose by 29% over the same period. Nevertheless, fraud remains something the charity sector would rather not discuss. In April 2018 the Charity Commission found that in 38% of cases examined, fraud was reported neither to the regulator, Action Fraud, nor the police.
