漫湾水电站枢纽布置问题研究

         

摘要

A thorough study was made on the layout of the hydraulic structure complex ,the flood dischar-ging and the energy dissipation and the construction diversion of the Manwan hydropower project in its de-sign stage .The proposals concerning the design of the hydraulic structure complex were presented ,which tally with the natural conditions of the damsite area .Their essential is “make best use of the advantages and bypass the disadvantages” ,i .e .to give full play to the favorable topographical and geological advanta-ges of the right bank and its alluvial plain and to solve the auxiliary flood discharging and construction di-version problems ;to avoid the unfavorable topographical and geological disadvantages of the left bank , where no discharge structure should be placed .Their distinguishing feature is that all the structures are mutually coordinated ,both flood discharge and energy dissipation are safe and reliable ,the open channel is just suited to the construction diversion ,the solution of the inflow quality control problem of the power in-take is desirable ,the advanced technology at home related to the construction of the project can be em-ployed as much as possible ,the technical and economic indexes are superior ,w hich obtained the approval of both the ministry and the experts of the design institute .But the pity is that the proposals were not ac-cepted for a variety of reasons .T he practice has proved that if the proposals had been accepted ,the land-slide that occurred three times in the early construction stage of the project ,the delay of the construction schedule and the huge investment loss caused by the landslide would have been avoided .30 years passed , the review of where the value of the proposals being at is worth the related colleagues’ while to draw les-sons .%漫湾水电站设计阶段对水工枢纽布置及泄洪消能、施工导流等方面,曾作了深入研究。提出的有关建议,比较符合坝址区的自然条件。其要领是:“扬长避短”,即发扬右岸及其滩地地形地质之长,解决辅助泄洪及施工导流问题;避开左岸不利的地形地质之短,不布置任何泄水建筑物。其特点是:各部分建筑物相互协调、泄洪消能较为安全可靠、明渠导流适逢其位、电站进水口“门前清”问题解决的较为理想、国内有关先进技术都尽可能地得到体现,技术经济指标优越,曾得到部级批文的肯定,及院内专家们的赞同。憾因种种原因,未被采纳,然而实践已经证明:如果该建议被采纳,那么建设初期左岸3次大塌方,以及由此造成工期、投资等一系列巨大损失,是可以避免的。三十年后,重温该建议的价值所在,值得相关同仁们借鉴。
