基于风险控制的作业许可管理系统开发与应用

摘要

介绍了石油化工企业作业许可管理现状,并对于作业过程中现场管控存在的问题进行了分析.基于风险控制,中海油惠州石化有限公司利用工业互联网技术、4G技术、APN网络、RFID技术、防爆手持终端、GPS等信息技术,并与企业现有门禁、办公自动化等专业化系统结合,开发了新型的作业许可管理系统,实现了工作流程设置、作业风险分析、风险库管理、计划申报、作业预约、许可申请、承包商资质审核、安全措施逐项确认、现场审批、违章检查、现场复查、监护人交接、作业验收关闭、承包商业绩评价、作业分布二维展示、数据统计分析等全流程信息化管控,建立了作业许可标准化、智能化管理的长效机制,有效保障了企业生产现场作业环节安全受控.%This paper introduces the present situation of PTW management in petrochemical enterprises,and analyses the problems existing in the field management. Based on risk control,Huizhou Petrochemicals Company LIMITED (CHPCL)with the use of 4G technology,APN network,RFID technology,explosion-proof handheld terminal and GPS information technology,and combined with the existing enterprise access control,office automation and other information system,developed a new type of PTW management system,to achieve the whole process management of workflow setting, operation risk analysis,work permit booking,safety measures itemized confirmation,PTW application,on-site check, illegal inspection,contractor qualification evaluation and data statistics analysis,establish a long-term mechanism of PTW management standardization,achieve effective protection of the on-site operation.
