The thought of collaborative management of community can be summarized as socialization of public affairs of community, essence of which is readjustment of the relationship between state and society and the change of governance structure. The community model of diverse subject collaborative governance pay more at-tention to effective cohesion and integration of diversified targets of various social forces in the process of gov-ernance, and realize function optimization and restructuring of various social forces and realize the overall goal of social integration.
