新疆农业用水配置及用水效率动态评析

摘要

In order to evaluate and analyze the agricultural water use allocation efficiency, by constructing the Gini coefficient method and using the Lorenz curve three polynomial, it simulated and analyzed the agricultural water allocation efficiency from 2003 to 2013 in Xinjiang. The results show that the efficiency of agricultural water allocation is very fair. Through the analysis of the dynamic change and the improvement potential about agricultural water use allocation efficiency in different regions, the results show that agricultural water use allocation efficiency presents growth trend. The north is higher than the south and the east. The north is above average level. The south is under the average level. The east is close to or slightly higher than the average level. The water⁃saving potential is different in different areas. Agricultural water use allocation efficiency has great potential for improvement in Xinjiang.%为了科学评价和分析新疆农业用水配置效率，通过构建基尼系数法，采用洛伦兹曲线三次多项式模拟分析了2003—2013年新疆农业用水配置效率，结果表明新疆农业用水配置高度公平。对新疆各地（州、市）农业用水效率动态变化和提升能力分析结果表明，新疆各地（州、市）农业用水效率呈现增长趋势，北疆高于南疆和东疆，北疆普遍高于平均水平，南疆低于平均水平，东疆接近或略高于平均水平，且新疆农业用水效率具有较大的提升空间。
