After adoption of valuation by bill of quantities in construction projects,the bidder can use the tactics of unbalanced bids to ensure high profits. It will cause a loss to the owners if the bidder wins,because it leads to large increase of the price in the settlenent process of the project. In view of an aqueduct project,the identification nodel for unbalanced bids was established by using fuzzy natter - elenent nethod on the basis of entropy weight. The weight of the factors was identified by entropy neth-od. The degree of unbalance and the deviation situation of quoted price of every enterprise were identified correctly through calcu-lation of closeness degree,so as to avoid the unbalanced bid. The calculation of the proposed nodel is sinple,and the results are reliable.%在施工项目采用工程量清单计价之后,投标人为了获取高额利润,常会采用不平衡报价策略,一旦中标,将导致在工程结算时价格大幅增加,给业主造成损失。以某渡槽工程为例,基于熵权模糊物元法构建了不平衡报价的识别模型,采用熵值法确定指标权重,并通过计算贴近度,较准确地分析出各企业报价的不平衡度和报价偏差情况,从而避免了不平衡报价的发生。该模型计算简便、结果可靠,可为工程评标决策提供依据。
