对我国非政府组织在应急管理中作用的研究评述

摘要

Government-led, broad participation of social forces is the key feature and major requirements of modern emergency management. Effectively play the non-governmental organizations＇ role in emergency management have become an important topic for countries in the world. Based on the analysis of existing studies, this paper found that existing studies neglected the demand difference for NGO＇ s role in the emergency management by the character of differences and short-term of emergency, ignored the interrelation between the role played by NGO and the characteristics of each event; ignored the different role of non-governmental organization and the limitations of in-depth study of the mechanism of NGOs＇ role in emergency management. Therefore, there is hope for further expand the research ideas of NGOs＇ role in emergency management, through point out the limitations of existing studies.%政府主导、社会力量广泛参与是现代应急管理的核心特色与重要要求。探索非政府组织在应急管理中作用的有效发挥成为世界各国关注的重要话题。本文通过对现有研究的分析，发现了现有研究存在着忽视突发事件的差异性和阶段性对非政府组织应急管理作用的需求差异；忽视了非政府组织作用的发挥与事件特征的相互关系；忽视了非政府组织作用的差异化以及对非政府组织在应急管理中作用机理的深入挖掘的局限性。因此，希望通过指出现有研究存在的局限性，进一步拓宽非政府组织在应急管理中作用的研究思路。
