农民工市民化转型是历史发展的趋势，是我国城镇化建设的结果。然而现阶段我国农民工转型进展缓慢，一方面受户籍制度、土地制度、社会保障制度等二元体制改革滞后的制约，更主要的是农民工无力承担高昂的转型成本。要实现农民工转型，首先要考虑巨大的经济成本。本文通过构建陕西省农民工转型成本模型，对陕西省农民工转型成本进行详细测算，并在此基础上建立农民工转型成本的分担机制，提出相关对策建议，希望通过研究为陕西省乃至全国农民工转型提供参考。%The citizenization transformation of the migrant workers is the trend of historical development, and is the result of Chi-na’s urbanization construction. However, the progress of migrant workers transformation moves slowly at present stage. On the one hand, it is constrained by the hysteresis of binary system reform such as household registration system, land system, social security sys-tem etc., but the more important reason is that the migrant workers cannot afford the high transformation costs. To achieve the transfor-mation of the migrant workers, the huge economic cost is the primary consideration. By constructing the model of the cost of the trans-formation of the migrant workers of Shaanxi province, the paper makes a detailed calculation on cost of the transformation of the mi-grant workers of Shaanxi province. On the basis of the estimate, the paper establishes the sharing mechanism of the cost of the transfor-mation of the migrant workers, and puts forward relevant countermeasures hoping to provide reference for the transformation of the mi-grant workers in Shaanxi province and even in China.
