水库移民征地补偿标准量化研究

摘要

在明确征地补偿费用构成的基础上,运用多种估价方法量化南水北调中线工程丹江口库区移民的土地补偿标准.结果表明,水库移民征地补偿应包括土地农业用途价值、社会保障价值与平均增值分享三部分,水田、旱地、园地的实际前期征地补偿要比按此组成测算的价格分别低42.40％、41.83％、37.63％,即使考虑后期扶持,仍然要分别低32.95％、29.90％、29.74％;可以通过提高补偿产值倍数、协商确定补偿价格等促进水库移民实现合理补偿.%On the basis of the composition of land expropriation compensation,various valuation methods are used to quantify land compensation standard on Danjiangkou Reservoir resettlement of South-to-North Water Transfer Project.The results show that:(a) the land expropriation compensation should include agricultural use value,social security value and shared increment value;and (b) the actual compensation of paddy field,dry land and the garden are lower than the calculation price by 42.40％,41.83％ and 37.63％ respectively,and even if considering the late-stage support,they are still lower by 32.95％,29.90％ and 32.95％ respectively.The reasonable compensation can be achieved through improving compensation output multiples or compensation price negotiation.
