战前民国职业教育不论在办学规模，还是办学质量上都有了新的发展和提高，但社会与职业教育本身的一系列问题制约了其健康快速发展，表现为学校分布地域差距过大，教育类型失衡，生源质量和辍学率令人堪忧，传统观念的禁锢等。这些因素加上职业教育本身的发育不良，使得战前民国职业教育发展维艰。%The vocational education has a new development and improvement of the scale and quality of the school in the Republic of China before the Outbreak of the Anti-Japanese War. However, the vocational education have constrained the healthy and rapid development due to a series of problems of the social and vocational education itself. These factors are the impact of political turmoil, the large gap of school geographical distribution, the imbalance of the type of education, worrying the quality of students and dropout rates, the traditional concept of detention and so on. These factors and the problem of vocational education itself making the development of vocational education in the Republic of China before the war was hard.
