职业教育校企合作体制性障碍形成的机理及破解路径

         

摘要

The school-enterprise cooperation has strong specificity of trans-boundary,which requires a clear lead department to distinguish primary and secondary responsibility, to build and perfect coordination and collaboration mechanism. However, the absence of laws and regulations for school-enterprise cooperation and the disharmony between related laws and regulations, unspecific rights, responsibilities and obligations of different action subjects caused by the inertia of the administrative system, and the lack of specialized agencies in policy implementation lead to the difficulty in coordinating various relationship in the microscopic and mutual buck-passing in the work, which ultimately results in the low efficiency or inefficiency in policy implementation. To get rid of the institutional barriers in school-enterprise cooperation, it is necessary to perfect the laws and regulations, optimize the management system and establish the system for government procurement of public service for school-enterprise cooperation.%职业教育校企合作跨界属性强,其治理需要明确牵头部门,分清主次责任,建立健全协调配合机制。但由于跨界视域下的校企合作法律法规缺位及相关法规政策间的不协调,行政管理体制长期形成的惯性所导致的各行为主体之间权利、职责和义务的不清晰以及缺少政策执行的专门机构,造成微观中的各种关系难以协调和工作之间的相互推诿,最终导致政策执行效率低或无效。破除校企合作体制性障碍,应从完善职业教育校企合作法律法规体系、健全校企合作管理体系、建立政府购买校企合作公共服务制度三方面着手。
