国家资格框架中'资格等值'的学理阐释及推进策略

     

摘要

构建国家资格框架是优化国家人力资源开发和配置的迫切任务,而教育资格证书与职业资格证书的等值互认是国家资格框架建设的核心要义和应然追求.这两类资格证书的等值不仅是人们的主观愿望,更具有深刻的学理基础和理论依据.从经济学视角看,两类资格证书使用价值的相当是等值的直观规定性;从哲学视角看,两类资格证书内在性质的一致是等值的质的规定性;从教育学视角看,两类资格证书所蕴含的学习量可比是等值的量的规定性.在实践中,应通过改革职业资格证书制度、加强学历教育人才培养质量的标准化治理以及科学鉴别非学历教育资格等制度创新来推进两类资格证书的等值.%Building national qualification framework is an urgent task to optimize the development and allocation of human resources, and the equivalence between educational qualification certification and vocational qualification certificate is the pursuit of the essence and ideal of national qualification framework construction. The equivalence of these two kinds of qualification certificates is not only the subjective desire of people, but also has profound theoretical basis. From an economic point of view, the equivalence of usage value between the two types of certificates is the intuitive provisions. From the philosophical point of view, the consistency of the intrinsic quality of the two types of certificates is the quality of the equivalence. From the perspective of pedagogy, learning amounts implied in educational qualification certification and vocational qualification certificate which can compare with each other is the quantitative regularity of equivalence. In practice, we should promote the equality of the two kinds of qualification certificates by reforming the professional qualification certificate system, strengthening the standardized government of the quality of education with record of formal schooling, and scientifically identify the qualifications of non-degree education.
