“两为主”政策的执行过程与价值分析

"Two Dominated" policy has become the core of education of children living with the rural migrant workers in China. In the process of policy implementation, the subject, object and supervision of policy implementation are the main influencing factors. The article reveals value connotation of fairness and justice, and humanistic spirit through analyzing interests exchange of government receiving the influx of migrant workers' children, public schools, family and children of migrant workers etc.%近年来,“两为主”政策成为中国随迁子女教育政策的核心内容.在政策实施过程中,政策执行主体、政策执行客体和政策执行监督成为主要的影响因素.本文通过分析流入地政府、公立学校、农民工的家庭与学生等的利益互动,揭示出公平正义和人本精神的价值内涵.
