基于美国国防部指令的国防工业能力评估研究

国防工业服务于军队现代化建设,是协同的装备科研生产体系.国防工业能力是武器装备研制生产的基础和保障,其评估和监控是保障国防工业效率的重要举措.本文对美国国防部指令DoDI 5000.60及其指南DoD 5000.60-H进行分析,研究美国国防工业能力评估的流程和方法,分析我国国防工业能力评估体系存在的问题,并提出相关建议.%The defense industry serves the modernization of the armed forces and is a coordinated equipment research and production system. Defense industrial capability is the basis and guarantee for the development and production of weapons equipment. Its assessment and monitoring are important measures to ensure the efficiency of defense industry. This article analyzes DOJ's directive DoDI 5000.60 and its guideline DoD 5000.60-H to study the process and methods of US defense industrial capability assessment, analyzes the existing problems in China's defense industrial capability assessment system and puts forward relevant suggestions.
