近年来我国重视环保问题,采取措施不断完善环保基础设施.PPP模式是新型的融资模式,有利于政府吸引社会资本进行环保基础设施建设.文章以财政部物有所值指引为基础,结合物有所值(VFM)评价体系,以日照市第一生活垃圾焚烧发电厂为例进行相关的指标、权重、评分标准的确定,来定性的分析PPP模式比传统模式是否优越,同时经过评价体系对项目分析,对该体系的可行性进行了验证.%In recent years, China has attached importance to environmental protection issues and taken measures to continuously improve the environmental protection infrastructure. PPP model is a new financing model, which is beneficial for the government to attract social capital for environmental protection infrastructure construction. In this paper, on the basis of the value for money (VFM) guidance of the Ministry of Finance, combined with the VFM evaluation system, the index, weight, standard for evaluation score of the first garbage incineration power plant in Rizhao City are determined, so as to make the qualitative analysis of the superiority of PPP model compared with the traditional model, and through the analysis of the project evaluation system the feasibility of the system is verified.
