In an emergency of urban rail transit, an effective train dispatch and command plays very important role on improving the emergency response and maintaining the operational safety during the event process. In order to ensure the accuracy and efficiency of emergency train dispatch and command decisions, the current artificial mode of emergency dispatch and command is necessarily to be converted to automation mode. From theoretical and practical aspects, the current process, the existing problems and development trends of URT emergency train dispatch and command system are analyzed, the software and hardware frame structures of the system are put forward. The research results can provide theoretical ideas and methods for the development and implementation of emergency train dispatch and command system in main Chinese cities.%在城市轨道交通突发事件下,行车调度员应急调度决策的准确性及高效性直接关系到应急处置的效率及突发事件影响期间的运营安全.为实现城市轨道交通应急调度决策的准确化、高效化,应急调度指挥模式由目前的“人工”向未来“自动化”的转变不可避免.从理论与实践的层面总结与分析了城市轨道交通应急调度现状流程、问题及发展需求,在此基础上设计了城市轨道交通自动化应急调度指挥系统的软、硬件框架结构,为我国大城市开发和实施自动化应急调度系统提供理论思路与方法依据.
