The personnel fault operation was the main reason of pipeline incident. Training high-quality pipeline employee was the basis to ensure pipeline safety operation. Domestic pipeline industries attached great importance to the principle and knowledge layingin the textbook, with lacking of personnel skill assessment method. The paper selected ASME standard ASME B31Q-2010. The advancement of American pipeline personnel qualification standards were expounded in detail, such as SME and Fault Tree assessment method, and specific task based on importance degree and difficult degree quantitative index, and abnormal conditions treatment of the third-party damage and safety device activation and equipment unplanned start.In view of the domestic pipeline industry personnel training was insufficient, China''s national conditions of pipeline personnel qualification system can be established with the reference of ASME B31Q-2010.%人员误操作是造成管道事故的重要原因,培训高素质管道人员是保障管道安全运行的基础.国内管道行业培训侧重于教材式基本原理和知识,缺少员工技能水平评估方法.本文以美国机械工程师协会标准ASME B31Q-2010为例,介绍了美国管道从业人员认定标准的先进经验,包括主题专家和故障树评估方法、基于重要度和难度量化指标的特定任务,以及第三方破坏、安全装置触发和设备意外停机等异常工况处置等.鉴于国内管道行业人员培训还存在不足,可据此建立适用于我国国情的管道从业人员资质认定体系.
