对口援藏实地调查和研究发现，对口援藏在数量和质量上都有很大的提高和改进，然而在对口援藏中仍然存在农牧民参与度较低、受益不充分，援藏干部与本地干群的适应、协不够好，人力资本匮乏，西藏社会对援助的适应不够好等问题。要解决这些问题，必须建立藏项目、资金、技术向农牧区、农牧民倾斜的机制体制，并广泛吸纳农牧民参与援藏项目建；同时处理好援藏干部的适应、协调问题，加大对西藏的人力资本投资，提高劳动者素质，加对口援藏的法制化建设。%On the surveys and studies of assisting Tibet , we found that the quantity and quality has reatly improved .However ,there are still several problems ,such as relatively low participation and benefit of farmers and herdsmen ,the coordination of cadres with the local cadres and the masses ,the lack of uman capital ,lower adaptation to the Tibetan society .There are several methods to solve these prob-ems.First,we should strengthen the implementation mechanism widely involving the farmers and herdsmen in project and funds of hand -in-hand assist in Tibet .Second,we must properly handle the issue of oordination in the process of hand -in-hand assist in Tibet .Third,we should increase investment hu-an capital in Tibet to improve the quality of workers .In the last,we must strengthen the legal con-truction of hand-in-hand assist in Tibet .
