当前农民政治参与的困境与对策探析--山西J村村委会换届选举的个案分析

摘要

通过对山西J村村委会换届选举的个案分析，显示当前农民的政治参与正发生积极变化。但同时，在这其中也存在一系列的问题，即农民政治参与能力不强、农民自主性政治参与处于自发状态、非制度化政治参与呈现增长趋势、村落家族文化对农民政治参与的影响。为解决农民政治参与存在的问题，从加强对农民的政治思想教育，提高农民的政治参与能力；培育农民自主政治参与意识；完善制度机制，引导农民有序政治参与；发展乡村、县域经济和推进乡村文化教育，消解村落家族文化四个方面提出对策。%Based on the analysis of general election of J village committee in shanxi,the author points out that current peasants political participation is changing towards a positive direction. However,a series of problems are still existing,such as the inefficiency and spontaneity of peasants political involvement ability,the increase of non-institutionalized political participation and the impact of village clan culture on peasants political participation. In order to solve these problems,this paper put forwards countermeasures from the following four aspects: strengthening the political ideology education of peasants,improving the institutional mechanism and enabling peasants political participation in order,developing village and county economy,culture and education, minimizing village clan culture’s impact.
