安徽丰乐河流域洪涝灾害特点、原因以及防洪除涝工程对策

     

摘要

Small watershed is a relatively independent geographical unit. There are a number of medium and small rivers in China, but generally across different administrative regions, thus there was a phenomenon of segmented management for one river, and brings great difficulties to flood and waterlogging control. Based on topographical, meteorological and hydrological conditions of the Fengle River, and the author's practices, this paper analyzes the characteristics of the formation of flood disaster in the small watershed, and raises five countermeasures for flood and waterlog-ging control in Fengle River Watershed based on the current statuses and problems of the flood control and waterlogging harnessing engineering.%小流域是一个相对独立的地理单元。我国中小河流众多,但是一般跨越不同的行政区域,由此出现了一条河流分段管理的现象,给防洪除涝工作带来一定困难。本文结合丰乐河流域地形地貌、气象水文以及堤防工程的综合情况和笔者在该区工程治理的实践,分析了该小流域洪涝灾害形成的特点,并针对目前该流域防洪减涝工程的现状与存在的问题,提出丰乐河小流域防洪减涝的5项对策。
