Through identifying four goals of implementing the policy of introducing overseas S&T talent (namely introduction,retaining,well used,mobility)and six dimensions of these policies(namely recruitment,use,development,motivation,assessment and exit),this paper evaluates the policy implement effect of introducing overseas science and technology talents based on quality function deployment(QFD).And it takes Liaoning province as the example to evaluate its implementing effect. Finally,it puts forward some improving suggestions according to the evaluation result.%在明确海外科技人才引进政策实施的4个目的(引得进、留得住、用得好和流得动)以及海外科技人才引进政策的6个维度(招聘、使用、培养、激励、考核和退出)的基础上,采用QFD方法评价海外科技人才引进政策的实施效果,并以辽宁省为例进行了具体评价.最后,依据评价结果,对辽宁省的海外科技人才引进政策提出了有针对性的改进建议.
