马英九就任台湾地区领导人后,台湾对外政策出现大转折.本文首先分析马英九"外交"政策理念与主张的主要内容,接着探讨其政策主张提出的背景与目的,然后分析其主要特点,最后对其影响与前景做初步简析.马英九主张在"九二共识"基础上协商解决台湾的"国际参与"问题,扭转民进党时代"烽火外交"政策,改以灵活、务实策略处理台湾的"国际参与"问题,这有助于降低两岸在国际社会的摩擦甚至对抗.但马英九提出在"平等"原则下寻求"国际活动空间"与"国际人格"的做法,对两岸关系"和平发展"也会造成一定程度影响,"活路外交"到底能走多远值得观察.%Taiwan has witnessed a turning point in its policies on external affairs since Ma Ying-jeou took office. This pa-per first analyzes the main contents of Ma's "diplomatic" thinking and propositions; then it explores the background and objec-tives of these propositions as well as their basic features; finally it briefly discusses their implications and prospects. Ma Ying -jeou proposes to resolve the issue of "Taiwan's international engagement"through consultation and negotiation based on the "1992 Consensus" ,to abandon the "Scorched Earth Diplomacy" exercised by the DPP authorities and to explore" Taiwan's in-ternational engagement"by flexible and pragmatic means, all of which helps ease the tension and even confrontation between both sides across the Taiwan Strait in the international arena. Meanwhile, Ma's proposition to expand Taiwan's "international space" and" international personality" on equal footing with the Mainland will also exert certain negative impact on the" peaceful development" of the cross-Straits relations. It is yet to be seen as to how far Ma's" Flexible Diplomacy" can proceed in the fu-ture.
