中国工业进出口贸易隐含废水排放动态变化分析

摘要

While the trade promotes economic growth,it also makes certain effect to the domestic environment.This paper regards trade embodied wastewater as representative indicator,utilize input-output analysis,and calculate embodied wastewater emissions of Chinese industry sector and imports of intermediate input based on 2004-2011 continual input-output tables and sectors trade data provided by OECD statistics.The results indicate that our country industry wastewater show a significant declining trend,industry net embodied wastewater emissions change like letter"N".In addition,Chinese industry wastewater emissions mainly focus on eight sectors,which account for 82%of total industry net embodied wastewater emissions.The analysis about imports of intermediate input finds that products from imports of intermediate input can reduce wastewater emissions up to 3.244 63 billion tons per year.Accordingly, the paper proposes policy recommendations to reduce trade embodied wastewater emissions.%贸易推动经济增长的同时，对国内环境也产生了一定的影响。以贸易隐含废水为代表性指标，运用投入产出法，基于OECD数据库提供的2004－2011年连续投入产出表以及分行业进出口贸易数据，测算了中国工业行业进出口和进口中间投入的隐含废水排放量。研究表明：2004－2011年中国工业行业的废水排放强度有显著的下降趋势；工业进出口的生态逆差量呈现“N”型变化趋势，且中国工业净隐含废水排放行业集中度较高，排放量前八的行业总计占工业净隐含废水排放量的82％左右。同时，对进口中间投入的分析发现，进口中间投入产品年均减少废水排放量高达324463万吨。据此提出降低贸易隐含废水排放的政策建议。
