According to the explanation of Agreement on Technical Barriers to Trade (TBT), this paper uses the EU EMC Directive as an example to explain the technical regulations and marketing entrance rules used in EU as the TBT. For the TBT in EMC field, EU pushes forward its work in three aspects as follows: obtaining the beneficial stands in the international standardization organization, transforming the IEC standards into the identical European standards, and modifying the published technical regulation immediately. Based on a case in China to cope with the TBT technical standards in EU, it proposes suggestions in order to improve EMC standards adoption rate and organize talent groups to evaluate the EU EMC Directive, which can be used in the practical work to effectively deal with TBT issue.%本文根据《技术性贸易壁垒协定》对技术性贸易壁垒(TBT)给出的有关阐释,以欧盟的通用指令电磁兼容指令为例,介绍了欧盟作为TBT措施而制定的电磁兼容指令和相关产品的市场准入制度.在电磁兼容领域设置的技贸壁垒,欧盟从3个方面同步推进:在国际标准化组织中占据优势,在最短时间把国际标准转化成欧盟自身标准,对公告的市场准入技术法规不断修订和完善.结合我国应对欧盟TBT技术标准的一个案例,提出提高我国电磁兼容标准采标率,以及及时组织专家团队对欧盟电磁兼容指令进行评议的建议,可以应用在实际工作中实施有效破壁.
