AbSTRAcT This paper, from the perspective of epistemology, reveals the faults of master plans compiled on the presumption of complete rationality. The paper acknowledges the limitedness of rationality, which is put forward to evade the "fatal self-conceit"in urban planning. Dialectically viewed, urban development is the unification of dynamic evolution and constructivity, as wel as determinacy and non-determinacy. Therefore, the transformation in city master plans should start from short-term goals towards long-term goals with focuses on enforcement; should start from more detailed and micro aspects towards macro ones; and from limited and tangible goals with blueprint framework. Such transformation should also go through resilient process with gradual improvement and be supported by rigid baselines and clear-cut rules.%从认识论的角度讨论了基于完备理性假定而建构的总体规划存在的弊病，认为承认理性的有限，有助于避免导向“致命的自负”。辩证地看，城市发展应当是演进性与构造性、确定性与不确定性的统一。城市总体规划的变革方向，应该是由近及远，注重实施；由小及大，注重微观；有限目标，框架蓝图；刚性底线，确定规则；弹性过程，渐进改善。
