台湾“长期照顾十年计划”研究

摘要

中国台湾是人口老龄化程度最严重的地区之一，失智、失能、虚弱等需要照护的人口也日益增加。为了应对人口老龄化，增进失能人口的福祉，台湾适时推出了长期照护制度。本文首先从台湾推出“长期照顾十年计划”所面临的人口背景出发，追溯台湾长期照护制度的发展历程，全方位展示了台湾“长期照顾十年计划”的规划、运作、管理、执行状况。台湾在长照十年计划中对服务对象与项目、给付方式与标准、财务筹措与费用估算、专业照护人员配置与任用、部门间协同合作机制、引入民间组织参与管理、管理制度整合等各个环节都拥有完善的制度安排。%Taiwan is one of the places that are most seriously affected by the aging population. The number of elderly people with alzheimer,disability and weakness who need care is increasing. To cope with this and improve the well-being of the elderly population,Taiwan has timely launched a long-term care system. Based on the demographic background against which the“Ten-year plan of long-term care”is put forward in Taiwan,this thesis traces the development of the system and fully elaborates on the planning,operation,management and execution of the plan in Taiwan. Thorough and excellent system arrangements are discovered in such aspects concerning the plan as clients & projects,payment & standard,fund raising & cost estimation,allocation &appointment of professional staff,collaboration mechanism between different departments,the introduction of non-governmental organization in the management of the plan,and the integration of management institutions etc. This can provide beneficial and valuable references to the establishment and implementation of the long -term care system for us.
