结合目前建筑市场的现状，对施工项目成本管理中的人和环境因素进行了研究，探讨了人的管理方式，阐述了劳务队伍与供应商的选择要点，为类似施工项目的成本管理提供参考。%Combining with the status of architectural market, the paper researches the human and environmental factors in the cost management of construction programs, explores the management approaches for human, and illustrates the selection for the service team and suppliers, so as to provide some reference for the cost management of similar construction programs.
