Facing the lack of popularity and inadequate urban agglomeration, Lingang new city puts forward the proposal of function adjustment and introduces large tourism project: Ocean Polar World. This paper sets city group of this project as research object . In this paper, how to coordinate and optimize the influence of large development projects on original planning has been discussed. On the research methods, this paper analyzes problems of industry function and space structure, adjusts the base function configuration and puts forward four existing problems: industry promotion and function extrusion, economy development and operation contradiction, tourism promotion and scene impact, population increase and facility pressure. On the basis of estimation, the essay puts forward four strategies: function facility support, theme park planning, developing construction control and slow transportation system domination, which results in exploring the construction model of Lingang new city recreation business district.%临港新城为应对人气不足、聚集不畅的现状，提出功能调整的策略，引入大型旅游项目--海洋极地世界。将项目所在的城市组团作为研究对象，探讨了新城如何协调优化大型开发项目对既有规划的影响。在研究方法上，分析原有规划在产业功能、空间结构上的问题，调整基地功能配置及用地布局，并评估调整之后存在的4个问题--产业促进与功能挤压、经济推动与运营矛盾、旅游发展与风貌影响、人口增长与设施压力。在评估的基础上，提出4大策略--功能设施支撑、主题公园控制、开发建设控制、慢行公交主导，继而探索临港新城游憩商业区的建设模式。
