土地利用规划制度在控制城市扩张过程中的适应性效率分析

摘要

Since the establishment of land use planning system in China,it has been developing continuously in theory and practice,especially on the control of the urban expansion.However,with the deepening of the market economy system and the severe challenges on urban development from population and economic growth,the planning was adjusted frequently and the trend of urban expansion has not been curbed effectively.Therefore,through the analysis of the changes of land use planning system,this paper claims that it is necessary to reposition and strengthen the land use planning system from two aspects,namely formal institution and informal institution.T hen the paper has judged the adaptive efficiency of land use planning system in controlling urban expansion based on the theory of new institutional economics from three aspects of matching degree of system supply and demand,the compatibility degree of institutional structure and the compatibility degree of institutional incentive and restraint.At last,some countermeasures has been put forward to improve the adaptive efficiency of land use planning system.%我国自土地利用规划制度建立以来,在理论和实践上都得到了不断的发展,尤其在控制城市扩张方面发挥了积极的作用.但是,随着市场经济体制的不断深化,加之人口和经济增长等对城市发展提出了严峻的挑战,导致规划方案频繁调整,城市扩张趋势并未得到有效遏制.为此,通过对土地利用规划制度变迁分析,认为需要从正式制度、非正式制度两个方面重新定位和强化;并利用新制度经济学的理论,从制度供需匹配度、制度结构兼容度和制度激励约束相容度3个方面对土地利用规划制度控制城市扩张的适应性效率进行了评判.最后,提出提高土地利用规划制度适应性效率的对策.
