To make the results of intensive land use evaluation in development zones more comparable, scientific and practical, this paper uses the methods of literature analysis, logical analysis to study the long-unsolved problem of "ideal value" by establishing a table ideal value determination, which covers the elements of expert consultation, trend estimation, target value method etc. , establishing the comparability of land use in the development zone in the range of the whole country.
