城乡建设用地增减挂钩政策评估标准初探及实证分析

摘要

The evaluation of the policy of urban construction land increase linked with rural residential land decrease is an important part of that policy ,concerning the implementation and termination of the policy .The key to the policy evaluation is the adoption of objective and fair evaluation criteria in the evaluation process .On the basis of the practice of the evaluation of that policy ,this paper maintains that the following standards should be included in the criteria of evaluating the policy of urban construction land increase linked with rural residential land decrease :objective standards , efficiency standards , benefit standards ,fairness standards ,the degree of citizen participation in and response policy ,adapt ability standards ,reliability standards evaluation standards of the policy .An empirical analysis has been done .%城乡建设用地增减挂钩政策评估是城乡建设用地增减挂钩政策的重要组成部分，关系到政策的执行和终止，而在评估过程中是否采用了客观公正的评估标准成为政策评估的关键。根据城乡建设用地增减挂钩政策评估实际，认为城乡建设用地增减挂钩政策实施评估标准应包括目标标准、效益标准、效率标准、公平性标准、公民参与回应政策的程度、适应性标准、可信度标准，并做了实证分析。
