国家应对人口老龄化战略的理论基础探析

摘要

This paper deifnes the national strategy for dealing with the population aging, analyses the necessary of turning dealing with population aging into national strategy, points out that the dialectical relationship between scientiifc development of people and the scientiifc development of the nation is the theoretical foundation of national strategy. It thinks that “adapting”, “coping with”, “exploiting ”consist of the basic aspects of the national strategy.At the same time, this paper makes theoretical analysis of the main strategy field,the goals and the implementing principles of the national strategy for dealing with the population aging.%对“国家应对人口老龄化战略”进行了概念界定。分析了应对人口老龄化问题上升为国家战略的应然性。指出人的科学发展与国家科学发展的辩证关系是国家应对人口老龄化战略的理论基点。认为“适应”“处理”“利用”构成了国家应对人口老龄化战略的基本方面。同时，对国家应对人口老龄化战略的实施领域、战略目标和战略运作原则进行了理论解读。
